I think you misunderstood. 

I am aware they didn't start the 15 million process yet...

But, they are seeking a report into the eventual process and steps involved to advance VD to obtain the future permits. 

The take away is, to even think about getting these permits....the cost of the programs is around 15 million! Money they don't have.

So if they are showing interest in potentially wanting these 2 permits....either spin off or sale logical explanation to get the money?
