There are alot more companies than Teck trying to build mines.  Maybe he just means growth of Teck.

He means QB3 alone could meet Teck's growth target.  I read a backhanded sub-message:  "Oh no, no, no, we don't ever need to put a worthless early stage project like Schaft Creek into production, certainly not ahead of QB Infinity...blah blah blah blah blah..."
