Teck has to fund, by way of a loan, CF's share of capital costs. CF has right to get its own funding if it doesn't like Teck loan. If CF was flush in cash at the time, perhaps it won't  need a loan from Teck (I assume the loan will have interest). 

The key point here is CF will not get diluted if it is cash strapped. Teck will carry it.
