If Copper Fox had gained access to the area recommended for the pilot test then they should have stated it. First we read a repeat of the 2017 situation:
proposed test site was completed to the draft stage when Copper Fox suspended the work on the permit applications due to its inability to obtain surface access to the proposed ISL pilot scale test site.
Then they state:
Historical pilot ISL testing has been carried on the northwest end of the property in the vicinity of VD14- 01. A future pilot test should be located in an undisturbed area of the deposit.
The section you are quoting from pertains to road use agreements. Both the PEA and this report recommend a pilot test but we have no clarity on access to a suitable site.
