I would assume that they can directional drill any way they want to reach the mineralized areas, so a town being built on the surface doesnt mean SFA.  THe whole reason that in-situ is the chosen method of recovery is the fact that there is a town above it.  

 

Do you think that oil and gas companies refrain pump out from below towns or houses?
