My opinion only, but I was always under the impression that Shaft Creek would be one of the first mines in that region and if you control Shaft Creek, you will be able to impact many decisions in that area.  Therefore, if Teck controls Shaft Creek, their weight would still be heavy, even more in regards to Galore.
