ExplorationGuy showed us that the Joint Venture Agreement specifically calls for the updating of the BFS with the Optimzation results.

No it doesn't. The decision to update the FS is independent of any other work and, in fact, requires a separate Program to be initiated by the Operator. To my knowledge they have not said they are doing any work on a Feasibility.
