last time was run up to announcement of the 2015 working plan, which is late

Why are you saying it is late? Last year we didn't hear the 2014 work plan until March 19. I don't think there is a set deadline to reveal the plan and budget, is there?

It does look like this is a bit of a run up though and probably related to the work plan although that in itself can be pretty dry.
