In all respect,
Regarding the stage that we are at now,
I doubt that rushing the camp on site cuz of the current low oil price is the right decision and priority for Teck by now.
I am working myself in remoted camps for few years across Canada.
And a 800 man's camp surely needs to be taking care of daily. You can't just let it sleep there alone for few years and wait for the opening of a mine.
Even if they would have the permits to do so;
They still have the electricity cost/propane/ a full time camp maintenance labors/ Shoveling the roof tops and access during winters...security&safety checks...vandalism, wild life...natives...fire issues....insurance....etc..etc..
They would definatly eat back the low oil price money saved in a finger clap!
The camp probably won't be built before any infrastructures decisions finaly starts. (road news before)
and normaly.. they will most likely go gradualy... starting with a 100 man's camp... then 300...500's....800's until they reach the full production.
A working camp do cost millions, and that will definatly be a huge news with a clear message sent to the shareholders.............

-EA first.....
-then building Roads
-setting up the Camp
-BC Hydro comes
-then Production starts
regardless of the oil price!
Just in my humble opinion.
As per an other similar EA subject:
We got stoped once in B-C building an access bridge in Harrisson Lake for a Hydro-Electricity project (Cloudworks) in Port Douglas.
Cuz of an Enviromental issue.... There were few rare frogs (species in dangers) randomly founded on our ways.
They don't just ram in those lands who have the wills to do so in Canada without enviromental permits.
