I'm pretty certain that 43% for fuel is just for mining equipment operating costs which includes shovels, trucks, drills and support equipment not for total operating costs. Wages are normally the highest operating cost followed by supplies and energy (power and fuel) unless maybe your operating in a 3rd world country with low wages. I will find something to support this claim.
