signing of a JV was not a game changer, building a mine would be

I looked it up. The volume went from about nothing to 3 million on the day of the JV announcement. The price went up about 65%. There was nothing to indicate a JV was signed.

This may not be the game-changer that you believe the production decision would be, but it did make a big difference to the stock price. If you knew of the JV you would have traded it because even a 65% increase is pretty good.
