If anything was going to be confirmed at the meeting volume would have been 10x that. If that was confirmed today, volume would have been through the roof last week.

I don't think that is true. When the JV was announced the volume had been stagnating for months. There was no indication that a deal had been reached. The day of the announcement the stock price went flying as did the volume.
