In Quebec, the Liberal Party just respawned the ''Plan Nord'', a mining infrastructure and tax savings policy to encourage Miners in the North of the Province. When asked about low metal prices, the father of Plan Nord, former PM Jean Charest said : ''You don't build a well when you're thirsty...'' as he explained the demand for metals cannot be stopped and that brillant strategists are planning today for the shortage of tommorow.
