It's kind of odd that they haven't granted themselves incentive stock options yet this year. I can't see any since February 2013. There aren't many people left to even get stock options but there are some and they would be expecting it as part of their pay package.

I don't think they can issue stock options while they are in a blackout. There is this regulation:

The Exchange will not permit an Issuer to grant stock options while there is any undisclosed Material Information relating to the Issuer.
