In the example you show the company engaged an outside firm to do their optimization studies so the outside company would provide the QP. In our case, Teck is doing the studies internally, so there won't be a Qualified Person. Without that they can't put out the results.

However, if Teck produces the optimization studies at the JV meeting then Elmer could conceivably hand them over to Moose Mountain and have them incorporated into some sort of updated RE or other report. Then they could announce it because MM has a QP.

At the very least when the EA is submitted we should see a different project than that currently evisaged.
