Sure. It's alot harder to find 1 Billion today before the mine has started. VS securing the money by a major/operator (teck quality) and having to pay it back as the mine is producing.

A major looking at this on the side line, takes a look at Highlland Valley and says hmmm Teck has done this before, sounds good to me, let Teck pay and once this is built and making money I'll pay him back. That major get's 25% of the whole District to be (before teh real potential is uncovered). Producing for how many years ?....

I better secure this and take Copper Fox out before someone else does.
