That's a positive way to look at it.
Another more negative (just balancing it out, don't necessarily believe everything I'm about to say) view would be that Elmer is "afraid" of upsetting Teck in any way shape or form and isn't particularly confident about the BFS.
Perhaps a more neutral view is that management isn't very timely, rush rush or "to the letter" kind of management. This has been seen plenty throughout the years - especially with timelines. Look at how long previous transfers have taken. I think they're just lax about these things more than it being a signal.
I personally think that there's been more signals towards a JV than a buyout.
