I am not sure why any new prospective shareholder would tap into the PP. Actually, with that said, I am not sure why any current shareholder would do it at the moment either. It baffles me that they would finally allow retail shareholders to participate in a PP yet management initiates a self-imposed quiet period? How does that make any sense? Why would anyone want to participate with so much uncertainty out there right now?
