It is a document describing the impacts to Aboriginal rights due to the increased traffice expected from the building and operation of the SC mine. It is one part of the EA.
Some of these FN's do not have Traditional Territory that ecompasses Schaft Creek but are located on the hwy's expected to experience higher traffic volumes.
Keep in mind that the communities that this traffic will go thru are small, towns on the highway. Traffic thru FN's communities is often a sore point for them as they see the jobs driving by while listening to the noise and the hazards of heavy traffic thru their towns. If you drive thru northern BC communities, you often see additional signs put up along the highway asking for traffic to slow down for safety reasons.
The biggest negative from this additional assessement and consultation is the delay it will require to discuss and work out compromises and report that to the government agencies. I think it would come down to providing access for FN contractors (ie truckers) access to the contracts for shipping concentrate and materials and measures to improve safety and quality of life as traffic moves thru populated areas.
Wildlife conflicts with increased traffic might also be raised.
I'm not loosing any sleep over this part of the EA. This is much more straight forward than pushing the NTL thru their territories and there is the potential for more long term employment than simply brushing out the right-of-way.
