I think Don Lindsay is serious about Teck's environmental program (including clean up and reclamation) - AND - this also give Teck more social license to expand. If they clean up their messes like a good citizen ought to, they'll be granted all sorts fo permissions to open new mines. Teck's done a fair bit of reclamation work in southeastern BC already. Good to do, good for optics, and good for long term business.
At the Red Dog mine in Alaska, for example, Teck achieved one aspect of their "net-positive impact on biodiversity" goal by cleaning up and introducing fish to a creek that didn't bear fish prior to them starting mining (zinc and lead levels were too high due to naturally occuring mineralization). "Creating" new fish bearing streams makes it a lot easier to stomach big tailings ponds.
