Detour Lake is claiming it will be on budget and on time, I guess we'll see in 2013.

Most mines do seem to go way over budget and miss their target dates (Mt. Milligan anyone for a recent BC example?). Elmer's always been aiming for a "realistic" BFS - realistic and really profitable is a great combo and no one's going to pull the wool over Teck's eyes on this. I'm sure Teck will be very up to speed on BC costs/time schedules with their recent Highland Valley Copper upgrades.
I think Teck wil want to build this on their terms and their timeframe (thus the seemingly obvious choice to buy us out). When I look at all the potential mines in BC however, I think Schaft makes a lot of sense to be the next big mine approved, and it could make a lot of sense to bring it into production soon. We just need to see how profitable the study shows it to be, and keep the environmental approvals moving along in a timely fashion.
