I agree. The analysis was on what's been done so far. Detour may do it (be on budget and on time) they just haven't yet. And even if they do, that's one out of how many? Though, it can be argued that newer projects will hopefully be more accurate and realistic in time and money costs. It gives credence to the idea that Elmer wants this to be a realistic BFS and that's what's made it take longer than normal.
