Could the delay in Bfs be related to the Foreign Investment Protection Agreement that is soon to be ratified by an order in council ? If the chinese are to be involved, perhaps for even more than their 17% of Teck could they be waiting for the protection this agreement might give them in terms of security of investment and delivery of product?
