what does it mean by "they nailed the capex" as in they got it to be 3bil?

I have no numbers. But my understanding of ''nailed it'' is a) they have it and or b) they have it where they want it, but at least we know they have it. That team will squeeze every penny they can get.

My point was most people here have been worried about the capex. And Elmer and team have said they are trying to bring it lower or keep it in the range of 2008.
