That's fair. But I can't imagine they're just sitting around and twiddling their thumbs and not doing an internal review. I also don't imagine they contracted Merit to do a review and said "Ya, whenever's good" opposed to giving them a timeframe they wanted it done. If Merit couldn't start working on it in a reasonable timeframe, I don't see why they wouldn't choose someone else to do the peer review. It makes no sense at all that they haven't started and aren't in the process.
