I can't see why they would not want a "controlled" leak, as they own 60%. Also, if there is any possibility of doing another PP, a higher stock price would be much better. Bottom line is I am not sure who is pulling the strings at this point, if I was a gambler, I would bet that Teck is currently running the show.
