So if Teck wants this...and they have 1st crack...they must act before backing in (to not trigger the clause) and if they don't want the control transfered to CUU...they must act before receiving the Feasibility notice.

So something should happen soon as the reviews are going on...other players are lined up waiting for Teck so...

Exactly why the delay imo...CUU is playing nice giving Teck the opportunity to act...for now
