In order to be "bankable" the feasability has to be precise. I believe I once read the margin of error could not exceed 15% + or - . consider how hard this is to take the side of a mountain, drill a bunch of cores, determine the value of the recoverable metal, plan a mine with all the variables of terrain etc, plan the workings to collect and concentrate the ore and get it to the port or wherever else it's going to. list and price all the equipment required to do this and all of the labor costs.
Then throw in a thousand things I haven't thought of and make it so precise that it will stand up to the closest scrutiny with an error factor of not more than 15%.
It's mind boggling and that's why it costs 5 million dollars.
If TCK wants a delay, and can find an unacceptable error, we could be back doing this for a lot longer. That's why Elmer is working so hard to make it rock solid. it has to be.
Taking a little more time now, to make it impregnable, will save a lot of time and money later.
