I used to work with an international law firm. When we were under staffed and realized we would miss a client's deadline, we brought in lawyers from other States/country to assist until project is completed. We would NEVER miss a client's deadline when we had resources from our other offices to fill in.

Tetra Tech has 13,000 employees worldwide. They should have brought in more staff to help them.
