the market does'nt seem to consider a pre emptive (pre bfs) buyout is going to happen,

want to wait to see if there is a delay or a chance to buy lower if the bfs gets delivered late,

want to wait for the bfs conclusions before stepping in.

All valid reasons but that could have them pay much more after... but if they got burned in the past, who could blame them for doing so...
