Vette, I called on Tuesday and talked to Kathy. I also heard Elmer refer to this at one of the meetings, that they were unsure if it could be enforced. Kathy confirmed it.

I also asked if there was anywhere I could read it. It not available. I'm hoping we never have to try to apply it.........chunky
