i agree with your above statement, but as i have mentioned previously, i also believe Teck requested more time to also factor in their position in Galore. Analyzing the logistics and synergy of two properties in close proximity takes considerable time.

my Teck buy-out prediction was for mid-September, however i'm now thinking November.
