I can be complete but nit signed off and that makes it not complete. Teck can look at it all they want (they have been doing so) before it's signed off. Given what Elmer told me as to where they were at I would say it is not completed yet. 3 more weeks are needed before they reach consideration stage. I would give them a week more to sign off. Hell, 2 weeks more would be acceptable. This document is for the buyer not the market.
