With the sudden increase in price, this probably isn't of concern to anyone anymore - but a definitive answer on when "Summer ends" from Lynn:

Copper Fox is taking Tetra Tech’s statement of ‘mid to late summer 2012’ to fall within the June 21 – September 21 summer season timeline, therefore, from their statement we expect to receive the feasibility study anytime now through to September 21st.
