Todor777... I don't think TCK can do anything to delay the BFS. Elmer described the TCK folks CUU works with very favourably in the web cast. Beyond a bit of input from CUU and TCK, the BFS is in Tetra Tech's hands and under Mr Gray's watch. Mr Gray and TT work for CUU. I think that CUU will be the only one privy to drafts of the BFS. TCK can only delay things for a bit when they review the NR's prior to release.

That's my recollection and understanding of how this will work under the TCK Agreement.
