This is important for a number of reasons and does have a connection to the Foreign Holdings Reporting requirement for USA citizens. Of note is the RBS fine. This should clear the air but there may be some fall out to come. Do not underestimate the UK banking impacts. They are the money over there. I think it won't be severe but I'm knocking on wood as I type. Hedging Fixing? Manipulation? In this environment, these guys should be hanged. Do we really need another fiasco? Really?

On the bright side and the most important: ... agrred to create a single supervisory body for euro zone banks by the end of this year, a first step towards a banking union.

See, it's not all doom and gloom. However, without this you'd be seeing carnage. RBS et all did some serious damage. This was set up to counter it. The roots of the damage go deep. It was an attempt to trigger the rot the sold. But hey, if you're allowed to set the hedge mark and you get to set the thresh hold for the return you win! (Customers lose). Hmmm sounds like something someone did in the USA. Where are the regulators and the handcuffs.
