It's not relevant.

Teck can't mothball because of the 4 year clause. They must start putting their money in (400% expenditures) the day they back in. If they don't succeed in time, they lose all their interest.

By this time yes CUU can sell to whoever they want, including the voting shares (control) and Teck financing.

They already have India, China, Korea etc all waiting in line for the Teck move.
