I know this question was directed at Rogue and I actually do think that it's possible negotiations are going on which would be a possibility for why they're in blackout - but isn't it also possible that because they've seen the rest of the BFS that was completed (since it's pretty much everything but the mineplan that was done) and they have that material information that is why they're in a blackout.

I mean, they would have seen it because they were (presumably) blindsighted by TT and thought they were going to release it and now that they've seen it, but haven't released the rest of the BFS to the public, they're in a blackout?

I'm actually not sure if that's a legitimate alternative as I don't quite understand how self-imposed blackouts work and that fine line for insider trading. Anyone have any insights?
