Definitely anyone with direct knowledge is, but Elmer and the Board may have chosen not to know (with the exception of legal counsel) to keep their choices open. It could be David's Burgeonvest would want a crack at any PP as well as Senor E. Just my speculation. Good question for Webgogs.
