Small point of clarification. I don't think that Cuu can really gate off the road and charge for usinging the road. In many respects, the future built road would belong to the crown. Cuu could, however, charge road use fees for the extra maintenance stemming from the extra traffic.

That said, it is better to be the owner of the road and call the shots on maintenance and, to some degree, on other's use.
