Okay, lets say there was a legitimate reason for delaying the FS, they could also use the fact of staffing issues as a pretext to cover up that their negociating. There is a strong posibility that there is negociating going on. Also, Just wondering, We know that a great deal of the FS has already been done, right. Could they not grab hold of the part of the report already completed and use that as part of the negociating (meaning of course that there is enough proof for neg. power). And say they do have in hand the whole FS, how long do they have after both parties analyse it to send it public?
