It could be Stifel selling off so they don't have a vested interest before they raise funds for the mine. Very few other people have that many shares to keep up selling for over a year. Some who bought during the crash could also be taking profits and waiting for the dip between FS and JV. There's a lot of reasons to take money off the table.
