This is my impression too. They have nt choosen the negociator yet as per someone's notes... Choosing the negociator and then briefing him is a matter or months, then dont expect a deal on day one... but Tck might have their cards ready and could act quick after bfs... but will bfs be delayed again ? Well, I guess it could be delayed again and again but that would'nt be Elmer's fault...
