Yes. "Positive" is defined in the Teck Agreement regarding the BFS. The Agreement describes the BFS as being positive if it meets (among a lot of other things) a +$1 dollar NPV at 8% discount for the proposed operation.

The "lot of other things" probably includes a lot of Tecks technical requirements and experience with open pits. I think Teck would have spelled out a long list of parameters to be incorporated into the BFS. That puts Teck at an advantage in evaluating the value at SC as they will have some tailored aspects in 'their' BFS and will have had lots of time to think and model the uncertainties and upsides. An outsider will be coming in cold and will have to get itself up to speed - even if CUU opens up the books.
