The only reason for any increased compensation at all is retention of key non exempt payroll personnel. Such if needed can be accomplished in other ways rather than through stock compensation. Such as hourly or salary increases on an individual basis. If a rise in grade is required under labor contract to save a valuable non exempt payroll individual, then make it so!
