With the heavy/light spread these days and the fact it is heavily affected by ongoing pipeline leaks I can see oilsands companies setting up a co-op upgrader if the pipelines that are waiting for approval to be either turned down or delayed continuously.

Profit margins on the upgrader may be slim, but profit from higher netbacks may make it worth it.
