IMO CLL is not manipulated or accumulated.

Relative Block Volume indicator dropped from 140 to 65 in last two months suggesting that the Institutional Investor is not very active on the CLL trading board and Dumb Money (individual investors) are in the control.

This is in sync with Booster`s charts posted recently here.
