It would be interesting to see the rules surrounding the options.

If they could be re-sold immediately, then they should have been exercised and then sold into the market. Even if he didn't "have the money" to invest in the options, if he was planning to flip them immediately he could have made it work.

However, if there was a hold attached to the options, maybe he just didn't have the cash to exercise them.
