About downturn,

Partnership or joint venture to develop CLL reserves are just another form of dilution of NAVPS which has direct impact on the CLL SP. Unfortunately this is unavoidable. CLL will not generate sufficient free cash flow to expend on their own. Partnership maybe the better option than new debt or equity issue.
