How is this possible? The shares price on Oct 22, 2009 was not 1.30 and besides how does his cost becomes 78cents?? please clarify

$1.30 CLL shares are the Flow Through shares issue just recently by CLL for lucky few wealthy individuals and institutions. Purchaser of these shares will deduct the cost against any other income. IF you are in the 40% tax bracket your effective cost is 0.6 x $1.3= $0.78

In addition to the above you can play the capital gain, capital loses game on your tax return depends on your personal situation.
